The Port Phillip Crown Lands District was proclaimed and gazetted on 21 May 1839 as the ninth district of New South Wales. The other eight NSW districts – Port Macquarie, New England, Liverpool Plains, Bligh, Wellington, Lachlan, Morambidgee (Murrumbidgee), and Monaroo (Monaro) – had been proclaimed on 9 May 1837 and this new proclamation redefined them, as well as defining Port Phillip.
Gisborne was appointed Commissioner of Crown Lands for the newly-defined Crown Lands district, succeeding Snodgrass.
